Налоговая служба Южной Кореи разрабатывает систему мониторинга криптотранзакций

Национальная налоговая служба Южной Кореи (NTS) инициировала разработку программного обеспечения для мониторинга криптовалютных транзакций, включая операции через некастодиальные кошельки. Систему планируется запустить летом.

Ведомство уже объявило тендер на разработку соответствующего ПО, которое позволит в режиме реального времени отслеживать транзакции и связи между кошельками и биржами. Отдельное внимание планируется уделить выявлению скрытых активов, незадекларированных доходов и схем вывода капитала, включая операции с использованием миксеров.

В налоговой службе уточнили, что необходимость разработки такого инструмента связана с трудностями идентификации владельцев некастодиальных кошельков, которые функционируют вне централизованных платформ.

В отличие от биржевых аккаунтов, такие кошельки обеспечивают более высокий уровень анонимности, поскольку пользователи самостоятельно хранят закрытые ключи, что осложняет проведение контроля. Согласно техническому заданию, функционал ПО будет включать в себя:

  • анализ транзакционных цепочек в различных блокчейн-сетях;

  • сопоставление данных о переводах с имеющейся базой налогоплательщиков;

  • выявление скрытых активов, которые не были задекларированы в установленном порядке;

  • мониторинг взаимодействия между холодными кошельками и регулируемыми биржами.

Внедрение системы поможет существенно сократить время расследований, связанных с незаконным перемещением средств с использованием криптовалютных инструментов, сообщили в ведомстве.

Ранее комиссия по финансовым услугам Республики Корея (FSC) сообщила, что за вторую половину прошлого года с южнокорейских криптовалютных бирж на иностранные платформы и частные криптокошельки было выведено 90 трлн вон (около $60 млрд).
